Meeting was called to order at 7:05pm<\/p>\n
\u00a0Sept. minutes were read and approved<\/p>\n
\u00a0Agenda:<\/strong><\/p>\n \u00a0<\/span><\/p>\n HOA Documents<\/span>It w<\/p>\n as moved and approved to accept the State ofTexas HOApolicies.\u00a0 The State ofTexas Assessment Collection Policywas posted to the website.\u00a0 A sub set of rules and regulations specific to POF HOA will be developed and discussed at a future (Nov.?) Board meeting.\u00a0 The rules and regs will be specific to our community and in accordance with the HOA Board.<\/p>\n <\/p>\n Website<\/span><\/p>\n The minutes, agendas and new State ofTexas HOApolicies are posted to the website.\u00a0 There are email addresses for the treasurer (treasurer@) and the president (info@).\u00a0 Both are password protected web based addresses.\u00a0 This will allow official POF business to be conducted without the use of personal email accounts.<\/p>\n <\/p>\n Road Estimates<\/span><\/p>\n Brazos Pavement Inc. and Larry Young Paving have submitted bids for repair.\u00a0 BPI has provided service for past pavement issues.\u00a0 Concrete was proposed as the best approach for curbs.\u00a0 The work is broken into phases but is expensive. \u00a0The other bid is from Larry Young Paving.\u00a0 It\u2019s the least expensive but isn\u2019t comprehensive enough (as we understand it) The Board wants to feel confident with pursuing the work and know that the cost is worth the investment and addresses future road repair.\u00a0 The discussion and decision is tabled for the benefit of additional research and investigation.\u00a0 If natural weather pattern speeds up the need to repair, we will address it.\u00a0 The question was raised of whether or not an engineer or other professional with this expertise should be consulted.\u00a0 The main objective is having it done right in the most efficient and cost effective way.<\/p>\n \u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n Annual Meeting<\/span><\/p>\n Not all homeowners live here.\u00a0 There\u2019s a need to develop a system for absentee voting.\u00a0 Electronic is an option.\u00a0 If agenda items for the meeting change, the ballots for voting are void.\u00a0 Agenda items for annual meeting in Jan must be sent in Dec.\u00a0 The agenda must be complete.\u00a0 Laura, Bob and Cydney have positions that are coming to term.\u00a0 Cydney will not be running again.<\/p>\n \u00a0<\/span><\/p>\n Garbage Cans<\/span><\/p>\n Garbage cans are only allowed curbside for 24hrs.\u00a0 Homes are leaving cans there much longer and it is disturbing.\u00a0 Residents have been and will continue to be called on to handle removing the cans in a timely manner.\u00a0 Next steps are to call the city for code enforcement.\u00a0<\/p>\n <\/p>\n Treasurer\u2019s report<\/span><\/p>\n All dues are current.\u00a0 As a Board we will develop proper next steps when handling delinquent assessments.\u00a0 It was proposed a payment plan is offered at a certain point and that a lien be introduced if assessments are 6 months delinquent.\u00a0 The conversation will continue a future board meeting.\u00a0 A simple process will be presented for discussion addressing fees, payment plan, etc.\u00a0 Three units will be on the market within the next 6 months.\u00a0 A resale certificate is required.\u00a0 A list of justifiable reasons for the $100 transfer fee should be developed describing what the fee is used for.\u00a0<\/p>\n <\/p>\n Grounds Committee report<\/span><\/p>\n Dead trees are falling and need attention.\u00a0 One has fallen onto a fence and touched power lines but didn\u2019t seem to cause a problem.\u00a0 Antonio can remove trees. \u00a0The committee approved the planting of some grasses and a few plants.\u00a0 The pool situation seems to be related to irrigation.\u00a0 A plumber and the city didn\u2019t find a leak. \u00a0\u00a0<\/p>\n Misc.<\/span><\/p>\n November meeting will be moved to 11\/14 at 7pm due to election voting.<\/p>\n Cats are roaming.\u00a0 We follow the City ofCollege Stationleash laws allowing cats to roam free.<\/p>\n <\/p>\n Meeting adjourned at 8:50 pm<\/p>\n <\/p>\n
