Post Oak Forest Annual HOA meeting was held January 17, 2017 at 17 Forest Dr. Meeting was called to order at 7:10 PM.
Attendees: Kim Tolman, Carol Scamardo , Tom Ostrowski, Antonio Garcia, Irene Vargas, Laura Hendler, Laura Doskocil, Rhonda Watson, Ozden Ochoa, Henry Geneczko, Debra Ware, Tim Rabroker, Kenneth and Kathy Johse, Alan and Wanda Needleman, John Cozad, Jack and Carol Benson , and Laine and Ted Totah
General business: Kim announced that the Aggie big event will be March 25. If anyone is interested in having work done they must submit a request by February 10.

The speed limit is 15 mph in Post Oak Forest
Everyone should check their carports for falling sheet rock, etc that needs repair. Any exterior items that you wish to change must be submitted to the architectural committee.
If anyone has questions on what items the city will pick up at the bulk trash then you can look at the website at CSTX.GOV for information.
Grounds report by Carol:
We are doing maintenance of the trees. Trees have been marked with an orange ribbon for removal and a green ribbon for trimming. Our grounds crew will do what they can and then we will hire a tree professional to complete the project. John Cozad noted that the tree near number 30 needs to be removed. Tom will mark this for removal.

Treasury report by Antonio:
We are increasing the HOA fees to $94.50 per the bylaws article 4, section 3. Antonio reviewed the entire budget with projections through 2019. The budget was approved.

Roads report by Tom.:
The road should be repaired starting the end of the first-quarter 2017. We are replacing curbs for drainage problems, low spots with asphalt, sealing big cracks, and coating problem areas with asphalt. We are also going to improve the entrance with brick pavers. The esplanade will also be narrowed to ease the sharp turn. The Budget is $50,000. Tom estimated the project would take three weeks to complete. The contractor will try to do this with minimal disruption in our area. Jack Benson requested that we notify everyone when the work will be occurring.

Kim reviewed the findings of the HOA lawyer review. One note of concern was article 7, section 1 stating that we can go in/on a property and make repairs and bill a homeowner for the work. The lawyers noted that this would be trespassing and not viable and should be rephrased. Ozden Ochoa then spoke about documenting areas of disrepair within Post Oak Forest. She feels proper documentation on these issues should be held.

There were various discussions regarding the proposal to reduce the number of board members from 9 to 7. Tom Ostrowski, Tim Rabroker, and Ozden Ochoa spoke on various ideas on this issue. Homeowners turned in ballots at the end of the meeting. The ballots regarding the reduction from 9 to 7 were collected and totaled 11 no votes and 11 yes votes. The proposal did not pass so the board will remain at nine members.
Three new board members were voted in.: Jack Benson, Debra Ware and Kenneth Johse. At the first board meeting in February officers will be decided. Concern regarding board members serving consecutive terms was discussed. The bylaws will be reviewed for this issue. Problems occur when not enough homeowners step up to volunteer to be on the board.
