POF HOA Board Meeting April 2, 2017 minutes

Post Oak Forest HOA board meeting was held  April , 2017. Meeting was called to order at 7:05 PM.

Attendees were Carol Scamardo, Tom Ostrowski, Antonio Garcia, Laura Hendler, Jack Benson, Debra Ware and Laine Totah.

Architecture Committee:

The committee is pleased with the outcome of John Cozad’s new piping. Tom noted that the construction work on number 18 has started but no architectural form has been received. The board suggested that the form for architectural work be updated to replace the word “changes” with “work”.  The committee requests a form be submitted for any work that is done on the exterior, not just work that is changing existing exterior.

A homeowner asked if we are allowed to put up satellite dishes.  It was decided this is OK as long as it is towards the back of the property and concealed.

 Grant from City of College Station:

Laine attended a meeting at the city and reported on the grant. They will match 50% of what we spend (up to $20,000 spend matched  – city will give us $10,000) for the front signage, landscaping and irrigation.

We need an insurance certificate for POF and two bids from contractors to apply for the grant. Tom will provide this information to Laine. It is due April 19. We also need signatures from 60% of the homeowners that they agree with the proposed work. She will gather all of this data, fill out the paperwork and submit the grant.

Treasurer Report: Antonio’s treasurer report noted that we have $87,550 in savings and $1,646 in checking.

By-Law and Covenant Review:

Kenneth and Tom will continue the work on reviewing the bylaws and covenants after tax season.

Grounds: Carol will have Antonio check all the sprinkler heads. Tom raised an issue concerning any tree service that we may hire. He wants to ensure they have Workmen’s Comp. He will ask our insurance agent if this is an issue. He has found most of these tree trimmers only carry general liability. Laura Hendler suggested that we have any tree service sign a disclaimer to minimize our risk for any contractor coming on our property.

Debra Ware noted that there is an open drain behind number 11. Tom volunteered to take a look at it.

Road: Kenneth reported that we cannot get the tax certification so we would be exempt from sales tax for another nine months. The board decided that we would move on with the roadwork. Tom will contact the contractor and sign the contract tomorrow. He will let us all know what the schedule will be. No payment will be required up front. The concrete work will be done first.

Mosquito Dunks:

Laine reported that mosquito dunks will be available from the city of college station soon. She will contact Barbara Moore at the city to try to get some of these for all Post Oak Forest.

The next meeting will be May 7. It was also decided that we will try to continue meeting in June, July, and August.
